What separates Solar Panels from SkyLights from 'Flash Cube' construction?

I'm at a loss on this one...

We have turned down sky lights in the village on numerous occasions.

We nearly had a seizure over Cleveland Hall.

But when the concept of solar panels in the historic district comes up, all of a sudden they're ok - even good.
