River Road Development Will Cost About $3,000,000

Jerry Turner of C.F. Bird & R.J. Bull, Inc., the Village Engineer, recently updated his estimates of the cost to provide sewer and water and road improvements to the River Road area. The costs range from $2,268,695 to $3,294,825 and do not include the cost of right-of-way acquisition. Village Council will consider the plans and cost estimates during its meeting on December 3rd at 7:30 pm in the Village Offices

In a November 28th email to River Road property owners, Don Holycross, Village Manager wrote:

"Jerry Turner, the Village Engineer, has developed six alternatives for the
extension of utilities and the construction of roadway improvements to serve
a potential Phase 1 development in the River Road area. The six alternatives
vary primarily on the types of roadway improvements that would be made as
well as the possible configurations of those roadway improvements."

"I am sending copies of the alternatives to you for your information and
review..."

"Jerry has also prepared some preliminary estimates of the costs associated
with the infrastructure improvements. Those have also been attached."

"Finally, Jerry has prepared some preliminary estimates of what the potential
assessments might be if the costs of extending water and sewer were assessed
to the benefiting properties. Those estimates have also been attached."

The plans include extension of sewer and water, construction of sidewalks, and construction of an extension of the bike path to the east end of the Wagner property on River Road.

Subsequent development phases would extend the utilities and bike path east to Raccoon Valley Park.

The alternative plans reflect differences in the location of a new roadway, alterations to the bridge over Raccoon Creek, and the width of the new road.

Unfortunately, Turner apparently used old aerial photographs of the region and, as a consequence, proposed a new road through an existing building in two of the alternatives.

We need it

Bringing all of River Rd. in to the village is a great idea. It's 99.9% commercial, and it'll bring in a good tax base for the village.
